COMMITTEE ON DEMOCRACY, GOVERNANCE AND HUMAN RIGHTS (The Committee on Democracy, Governance and Human Rights will submit to the Assembly of Heads of State and Government one consolidated resolution on each of the two agenda topics. The consolidated resolution on each topic will be based on draft resolutions on specific topics and sub-topics previously submitted and sponsored according to the rules.)

2. Ten-Year Plan of Action Promoting Democracy, Free Elections and Good Governance: Aspirations and Implementation With Special Reference to the Need and Means for Eliminating Corruption;

Read the article carefully and understand the author’s main theme or argument.

In your 500-600 word article/discussion paper:

1)  Summary: Summarize what you understand to be the main theme and important points;

2) Comments: Find a point/argument/aspect of the article that you find interesting and explain why you focused on that point.

Your paper should be fairly evenly divided between the Summary and Comments.

The article for this week has two parts. Part One looks at how government can be wasteful with taxpayer money, and Part Two points out the importance of the government’s support for public programs and some of the concerns with privatization. You should treat the two parts as the Assigned Article. You may discuss them separately or conjointly, but both parts must be read and addressed in the summary.

This is the last piece of your class project. Imagine the presentation has been approved by the president and will be publicly published to sell the president’s ideas.

Take your research from the essays and present it in a multimedia presentation using PowerPoint. Here’s a link to instructions on using PowerPoint if you’re new to it. APUS provide access to Office 365. Even if you don’t want to use Microsoft Office, Open Office can also be used to create PowerPoint presentations. Alternative formats are acceptable too if available to you, such as Prezio or Knovio with free versions or free trials.

There is no need to purchase additional software to complete the assignment.

REQUIREMENTS

A title slide and reference slide.
Each topic will have a four-slide minimum to explain the problem, illustrate the competing solutions, and explain why one is better.
At least one use of animation and one sound should be used within the final product.
Be sure graphics are readable.

Assignment 1: Policy Brief

The Federal Budget and how it gets made is a complex and lengthy process that has important implications for Federal and State agencies. Obviously, funding for each agency is going to affect that agencys budget. Likewise, federal funding for social programs, education, and other programs such as disaster relief affects how states fund those programs in their own budgets. Using  2017 America First A Blueprint to Make America Great Again (link below), compare the federal budget with the budget of the Department of Education note how they are interconnected.

In a two- to three-page paper (not including cover and reference page), address the following:

Summarize the mission and budget of the department you selected.

Does the proposed budget of the department you chose include policy actions to reduce the deficit in the near future? 

Does the proposed budget put the government on a path to reduce the federal debt within a decade to a sustainable percentage of GDP?

Does the proposed budget align revenues and spending closely over the long term?

Does the proposed budget restrain major entitlement programs or introduce changes in spending and tax policies that will have cumulative beneficial fiscal effects over time?
