Last year, a newly built casino had its huge, very grand opening gala, which involved numerous A-list guests, lots of gourmet food, and enough alcohol to float a boat. About 1:00 a.m. one of the top casino executives and his wife left the party in their brand new Porsche; apparently they had both had had more than their share of alcohol. The executive in the Porsche sideswiped a car and did not stop. Anyway, a policeman who was directing traffic tried to stop the Porsche, and the executive, refusing to stop, dragged the police officer about 50 feet before he was Tasered by the dragged police officer. The police officer was unharmed, but exacerbating the situation, the drunken executive’s wife started to throw her weight around by insisting she worked for City Hall, and stating she would have the policemen fired if they didn’t release her husband. Ultimately, both husband and wife ended up being booked on numerous charges being released on bail later that morning.

Question: Should the executive be fired? After all, he did embarrass the casino owner on his very special opening night. Or, are executives only responsible for what goes on inside the building? Does “what happens in Vegas stay in Vegas”? (Sorry, I couldn’t resist our very trite city motto.)

Given the premises, discuss whether the conclusion of each argument that follows is (a) true beyond a reasonable doubt, (b) probably true, or (c) possibly true or possibly false. You should expect disagreement on these items, but the closer your answers are to your instructor’s, the better.

2. The annual rainfall in California’s north valley averages twenty-three inches. So the rainfall next year will be twenty-three inches.

3. You expect to get forty miles to the gallon in that? Why, that old wreck has a monster V8; besides, it’s fifty years old and needs an overhaul.

7. Since the graduates of Harvard, Yale, Princeton, and other Ivy League schools generally score higher on the Graduate Record Examination than students from Central State, it follows that the Ivy League schools do more toward educating their students than Central State does.

8. Michael Jackson has had more plastic surgery than anybody else in California. You can bet he’s had more than anybody in Connecticut!

10. When liquor was banned in 1920, hospitalizations for alcoholism and related diseases plummeted; in 1933, when Prohibition was repealed, alcohol-related illnesses rose sharply again. Legalization of cocaine, heroin, and marijuana would not curb abuse of those substances.

11. Relax. The kid’s been delivering the paper for, how long? Three, four years maybe? And not once has she missed us. The paper will be here, just wait and see. She’s just been delayed for some reason.

16. As a class project you have been asked to project the proportion of time a professor spends on various activities. You have decided to use the work sampling method. Your initial observations are shown:

Activity Observed # of times observed

Grading 4
Adm. Paperwork 6
Preparing for class 5
Teaching class 5
Meeting with students 8
On the phone 2
Working on research 6
Unavailable 4

Total 40

Your instructed that your estimates are to be within 5 percent of the true value with 97 percent confidence (z=2.17)

A. based on your initial observations, how many total observations are needed to estimate the proportion of time the professor spends on each activity?

After taking additional observations, the following data are available.

Activity Observed # of times observed

Grading 30
Adm. Paperwork 50
Preparing for class 30
Teaching class 30
Meeting with students 66
On the phone 17
Working on research 45
Unavailable 299

B. Determine what proportion of time the professor spends teaching class
C. Determine what proportion of time the professor spends working on research
D. If the professor works approximately fifty-four hours per wk, determine the amount of time that would normally be spent on each activity.

Create a spreadsheet to calculate your projected total cost, total revenues, and total profits for giving a seminar on cost estimating. Below are some of your assumptions:
? You will charge $600 per person for a two-day class
? You estimate that 30 people will register for and attend the class, but you want to change this input.
? Your fixed cost include $500 total to rent a room for both days, setup fees of $400 for registration, and $300 for designing a postcard for advertising.
? You will not include any of your labor costs for this estimate, but you estimate that you will spend at least 150 hours developing materials, managing the project, and giving the actual class. You would like to know what your time is worth given different scenarios.
? You will order 5000 postcards, mail 4000 and distribute the rest to friends and colleagues.
? Your variables costs include the following:
1. $5 per person for registration plus 4 percent of the class fee per person to handle credit card processing: assuming everyone pays credit card
2. $0.40 per postcard if you order 5000 or more
3. $0.25 per postcard for mailing and postage
4. $25 per person for peverages and lunch
5. $30 per person for class handout
Be sure to have input cells for any variables that might change, such as the cost of postage, handout, and so on. Calculate your profits based on the following number of people who attend: 10, 20, 30, 40, 50, and 60. In addition, calculate what your time would be worth per hour based on the number of students. If you are unfamiliar with data tables, just repeat the calculations for each possibility of 10,20,30,40,50, and 60 students. Print your results on one page, highlighting the profits for each scenario and what your time is worth.

Answer the following questions about a new employee training program for the position of Media Specialist:

1. Needs assessment: What types of issues might indicate a need for training? From what sources would these issues be identified? If you were a training manager, how would you prioritize training needs from these sources?

a. A supervisor requests training on the specialized technology required by five of his employees.

b. The customer service manager reports a sudden increase in calls about poor handling of repeat complaint calls.

c. The CEO requests team efficiency training to address the declining numbers of employees attending quarterly pep rallies.

2. Delivery: Identify the best method to conduct this training. Is a certification exam required? Will the training be instructor-led, self-paced, or a combination? Explain your answer.

Focusing on delivery considerations, would you use the same methods and requirements for the position directly above this job and the position directly subordinate to the job? Explain your answer.

3. Evaluation: How will you evaluate the effectiveness of the training in terms of organizational objectives and limitations?

In March 2004, with the U.S presidential compaign heating up, President Bush’s White House team made what would seem to be a questionalbe hiring decision. It’s not clear how much screening they did, or who did it, but almost as soon as the White House recommended Nebraska business executive Tony Raimondo to be the administration’s assistant commerce secretary for manufacturing (“manufacturing czar”), Mr. Raimondo had to withdraw his name from consideration.

The candidate withdrew his name after blistering critisim from Democratic nominee John Kerry, Among other things, the president’s manufacturing czar was supposed to develop strategies for beefing up U.S manufacturing capacity and creating more manufactring jobs in the U.S, but it turned out that Mr. Raimondo ran Nebraska’s manufacturing business that had set up plants in China, and outsourced a portion of his company’s jobs there. Senator Kerry said Mr. Raimondo therfore hardly seemed like the ideal person to champion keeping jobs in the United States.

1. What should this position’s job description look like?
2. What are the ideal job specifications for the person in tis position?
3. How should we have gone about recruiting and screening for this position? What selection tools, specifically, would you use?
4. Where do you think we went wrong?

Situation: 70% of the American public are in favor of off-shore drilling in the US. Some of the people polled had previously rejected the possibility because of potential environmental effects, but now that gas is over $4.00 a gallon, they have to consider whether they want white, sandy beaches or a Hummer in the driveway. We might not be able to have both. People do not want to be told what to drive, nor do they want to be told what to eat or what doctor they must go to, generally. This last statement is directly linked to more/less government involvement.

2) Explain how the results and recommendations of such policy analyses are used and viewed by various stakeholders.
3) Evaluate factors and conditions that influence policy utilization

* Please note that the statements above are not editorializing; I am merely offering a very controversial, real-life concern for your real-life analysis as a public administrator
