Week 6 Due 15th

The Capstone Paper should demonstrate understanding of the reading as well as the implications of new knowledge. The ten to fifteen page paper should integrate readings, class discussions, field research, and literature review into proposed solution. It may include explanation and examples from previous experiences as well as implications for future applications.

Your capstone paper should focus on a topic selected which was done in Week Two. In this project, you will examine a specific political or social issue. Topics may include general issues such as poverty, crime, homelessness, economic development, homeland security, corporate social responsibility, ecological/environmental projects, etc. or a specific issue in your city, community, local, state, or federal governmental, etc. You will: •Develop a public policy to address the issue. Obtain one or two stalks of celery.  Use a sharp knife and slice cleanly across the bottom of the celery stalk. Repeat the process at least once on another stalk. Place the cut stalks into a glass. Add water and red food coloring solution to the glass, at least one inch deep of solution. Place the glass and stalks in a sunny spot, and check back periodically.

Once the red color has risen at least half-way up the stalk, place one of these stalks on a plate or cutting board and slice as thin a slice as you can across the stalk base.  Place this small slice on a clean plate and observe the slide with a magnifying glass. Do you see any cells? Make a sketch below of what you see.

The inner rings are the oldest of the sample with the outer rings are the youngest. The oldest rings of xylem are generally filled with resins and metabolic wastes and are consequently no longer important in transport within the plant. This heartwood is often the most aromatic and beautiful wood of a tree.

ROOTS: Examine the photograph of a prepared slide of the root cross section. Notice that the section is circular in outline since it was cut across the root.  The vascular tissue of the root is concentrated in a single vascular bundle or stele in the center of the root.

Alcohol use helps boost income: study

WASHINGTON (AFP) – People who consume alcohol earn significantly more at their jobs than non-drinkers, according to a US study that highlighted “social capital” gained from drinking.
The study published in the Journal of Labor Research Thursday concluded that drinkers earn 10 to 14 percent more than teetotalers, and that men who drink socially bring home an additional seven percent in pay.
“Social drinking builds social capital,” said Edward Stringham, an economics professor at San Jose State University and co-author of the study with fellow researcher Bethany Peters.
“Social drinkers are out networking, building relationships, and adding contacts to their BlackBerries that result in bigger paychecks.”
The authors acknowledged their study, funded by the Reason Foundation, a libertarian think tank, contradicted research released in 2000 by the Harvard School of Public Health.
“We created our hypothesis through casual observation and examination of scholarly accounts,” the authors said.
“Drinkers typically tend to be more social than abstainers.”
The researchers said their empirical survey backed up the theory, and said the most likely explanation is that drinkers have a wider range of social contacts that help provide better job and business opportunities.
“Drinkers may be able to socialize more with clients and co-workers, giving drinkers an advantage in important relationships,” the researchers said.
“Drinking may also provide individuals with opportunities to learn people, business, and social skills.”
They also said these conclusions provide arguments against policies aimed at curbing alcohol use on university campuses and public venues.
“Not only do anti-alcohol policies reduce drinkers’ fun, but they may also decrease earnings,” the study said.
“One of the unintended consequences of alcohol restrictions is that they push drinking into private settings. This occurred during the Alcohol Prohibition of 1920-1933 and is happening on college campuses today. By preventing people from drinking in public, anti-alcohol policies eliminate one of the most important aspects of drinking: increased social capital.”
The researchers found some differences in the economic effects of drinking among men and women. They concluded that men who drink earn 10 percent more than abstainers and women drinkers earn 14 percent more than non-drinkers.
However, unlike men, who get a seven percent income boost from drinking in bars, women who frequent bars at least once per month do not show higher earnings than women drinkers who do not visit bars.
“Perhaps women increase social capital apart from drinking in bars,” the researchers said in an effort to explain the gender gap.

Create a spreadsheet to calculate your projected total cost, total revenues, and total profits for giving a seminar on cost estimating. Below are some of your assumptions:

If you are unfamiliar with data tables, just repeat the calculations for each possibility of 10,20,30,40,50, and 60 students. Print your results on one page, highlighting the profits for each scenario and what your time is worth.

Situation: 70% of the American public are in favor of off-shore drilling in the US. Some of the people polled had previously rejected the possibility because of potential environmental effects, but now that gas is over $4.00 a gallon, they have to consider whether they want white, sandy beaches or a Hummer in the driveway. We might not be able to have both. People do not want to be told what to drive, nor do they want to be told what to eat or what doctor they must go to, generally. This last statement is directly linked to more/less government involvement.

This assignment is to give an idea and to envision you applying for a doctoral program. Last year, a newly built casino had its huge, very grand opening gala, which involved numerous A-list guests, lots of gourmet food, and enough alcohol to float a boat. About 1:00 a.m. one of the top casino executives and his wife left the party in their brand new Porsche; apparently they had both had had more than their share of alcohol. The executive in the Porsche sideswiped a car and did not stop. Anyway, a policeman who was directing traffic tried to stop the Porsche, and the executive, refusing to stop, dragged the police officer about 50 feet before he was Tasered by the dragged police officer. The police officer was unharmed, but exacerbating the situation, the drunken executive’s wife started to throw her weight around by insisting she worked for City Hall, and stating she would have the policemen fired if they didn’t release her husband. Ultimately, both husband and wife ended up being booked on numerous charges being released on bail later that morning.

Question: Should the executive be fired? After all, he did embarrass the casino owner on his very special opening night. Or, are executives only responsible for what goes on inside the building? Does “what happens in Vegas stay in Vegas”? (Sorry, I couldn’t resist our very trite city motto.)

In March 2004, with the U.S presidential compaign heating up, President Bush’s White House team made what would seem to be a questionalbe hiring decision. It’s not clear how much screening they did, or who did it, but almost as soon as the White House recommended Nebraska business executive Tony Raimondo to be the administration’s assistant commerce secretary for manufacturing (“manufacturing czar”), Mr. Raimondo had to withdraw his name from consideration.

The candidate withdrew his name after blistering critisim from Democratic nominee John Kerry, Among other things, the president’s manufacturing czar was supposed to develop strategies for beefing up U.S manufacturing capacity and creating more manufactring jobs in the U.S, but it turned out that Mr. Raimondo ran Nebraska’s manufacturing business that had set up plants in China, and outsourced a portion of his company’s jobs there. Senator Kerry said Mr. Raimondo therfore hardly seemed like the ideal person to champion keeping jobs in the United States.

In 1983 the Reagan Administration introduced a new agricultural program called the Payment-in-Kind (PIK) program. Keeping this program in mind assume that the free market price of wheat is $4 per bushel and the free market supply is 20 million bushels. In the past, payment for extra wheat had been made in dollars and the wheat stored.

Suppose the government wishes to lower the wheat grown by 25% by paying farmers to withdraw land from production. However, in the new program payment is made in wheat TO THE FARMERS rather than in dollars. The wheat comes from the government reserves. The amount of wheat paid is equal to the amount that could have been harvested on the land withdrawn from production. Farmers are free to sell the wheat on the market.
