Seek more or different revenues, reform or eliminate any programs you choose, cut taxes, whatever. Think of this as your closing statement in the final gubernatorial election and what you say can win or lose the 2014 election. Everyone claims that their favorite programs are underfunded, while others urge more tax cuts. What factors do you consider, what interest groups must you respond to and why and how do you decide how much revenue to raise, what sources to increase or not, and what services to cut?
