This is an analytical paper; it is not intended to be a polemic. While many of the suggested topics are controversial, your focus is not to persuade the reader on the issue per se; but rather, to analyze how intergovernmental relations/management impacted the development, passage, or implementation of a particular policy.
Consider how the process influenced the outcome whether for success or failure. You should present a balanced view of the issue, for example explaining unemotionally why the federal government chose preemption in a particular case and why one or more states found it objectionable. Based upon your analysis, you may then conclude that a particular approach was or was not appropriate. Or, in the case of an issue that is still under consideration, you can describe which approaches you deem most appropriate. You need to draw at least 20 references from scholarly articles/academic journals to support your approach. In addition to academic journals, you may wish to look at legislation (available through the Government Printing Office at https://www.gpo.gov/fdsys/? ) and the Congressional Record (available at https://www.congress.gov/quick-search/legislation?n=Record ).  Leadership Styles

The assessment will be comprised of an essay or report within which students are required to select two leaders whom they have studied, and compare and critically appraise both leadership styles and organizational impact as well as aspects of Culture and Ethics. This will test student’s rational reasoning, knowledge and analytical skill as well as clarity of concepts and other course learning outcomes. It will assess the students’ ability of notional learning through face-to-face class room interaction with faculty, guided and independent studies.

Research paper

Choose one of the following topics and write a 2-4-page double-spaced paper.  Proper grammar and spelling is required.  Papers must include a cover page, 2-4 full pages of content, and a bibliography.  All sources must be good, academic, peer reviewed sources.   This means that most websites (Wikipedia, answers.com, and similar websites) are disqualified.  If you can’t identify an author and date that’s a good sign that the source needs to be carefully evaluated and, most likely, not used.  Note that encyclopedias and textbooks should not be used in research papers.  You may refer to them, but their use should be very minimal.  The UMUC online databases are recommended as a way to find good academic sources, particularly journal articles.

6.  Choose any current member of Congress (House or Senate), Governor, or Supreme Court Justice, and tell us (a) how they got started in politics; (b) their background (biographical info); and, (c) detail one significant piece of legislation they sponsored, enacted, or ruled on.

American Government

Responses should be drawn from the readings assigned, videos, and journal entries. Additional outside research is not required. Each response should provide a synthesis of material from the relevant readings, not merely a series of quotations. When comparing and contrasting views, it is important that the information be presented objectively and dispassionately. Use your analyses and conclusions to express your agreement or disagreement with the various authors.
