The Trump administration has been criticized by immigrant rights constituencies for its extreme positions on immigration control. But it is also possible to see how its position on immigration relies on precedents, in the popular culture, and established by prior administrations that have been building for many decades.

For this paper, you are asked to identify some of these precedents, focusing on Chavezs account of the Hispanic or Latino Threat narrative (dating to the 1980s) and the review of border enforcement policy provided in the article draft for Controlling Asylum.  (You are only required to review the 2nd half of this article, but you are welcome to read the entire article which includes an analysis of changing policy on gender asylum and its impacts for Latinx asylum seekers).
