The purpose of this assignment is to introduce you to databases containing population focuses data. Understanding where to find data and what is publicly available can strengthen the development of the community assessment process. This assignment will be part of your Community Assessment.

Part 1
The mission of the United States Census Bureau is to serve as the leading source of quality data about the nation’s people and economy. Data collection occurs every 10 years.
    Utilizing the United States Census Bureau website open the American Fact Finder (Links to an external site.) page
    Under Community Facts, put in a zip code of your chosen population (or one within or close to your group) and hit go.
    On the left and toolbar, go to the bottom and select Show All.
    Review the demographic descriptions and measures.
o    How could this data be useful in planning health promotion activities for your population? Provide at least 4 specific examples.
    Look at the poverty rates for your zip code. How do they compare with the poverty rates in other zip codes within your county or a neighboring county.
Part 2
The Florida Department of Health maintains a site, Florida Health Charts (Links to an external site.), which is a valuable source of data on Florida and Florida Counties. This site can provide a large amount of information on your county and zip code. Explore the interactive map feature (under Community Tools, Community Map) which will provide a visual of which area of the selected county has the highest number of cases for specific health conditions. Explore…..it is fun!
Look at Health Indicators for your county (in Florida). Spend time exploring the countys “Chronic Diseases”, Behavioral Risk Factor Data and Social & Behavioral Health. Compare your county’s rates with Floridas rates. It is expected that this exercise will take at least 3 hours. Based on your investigation of secondary data, summarize in 2 pages data that you feel is particularly significant about your county.
If your county is outside of Florida, explore your states health department web site to see if there is a similar resource. If there isnt, pick a county in Florida – The University of Florida is located in Alachua County.

In the law enforcement context, search by warrant is still the general rule, however there have been some loosening of the requirement.  The scope of a valid search incident to arrest once limited to areas within the immediate reach of the arrested suspect, was expanded to a “protective sweep” since arresting officers have a reasonable belief that someone is in the home that is showing danger to others. The Court has also held that an exigent circumstances exception applied even where the exigency arose as a result of police conduct, so long as the police conduct was reasonable in that it neither threatened to nor violated theFourth Amendment.

For the 4th Amendment to apply to particular sets of fact, there must be a “search” and a “seizure”, occurring typically in a criminal case, with an attempt to use judicially what was seized.

The 4th Amendment of the US Constitution protects personal privacy, and every citizen’s rights to be free from unreasonable government intrusion into their homes, businesses and property.

In the criminal law realm, 4th Amendment “search and seizure” protections extend to:

A law enforcement officer’s physical apprehension or “seizure” of a person, by way of a stop or arrest; and

Police searches of places and items in which an individual has a legitimate expectation of privacy — his or her person, clothing, purse, luggage, vehicle, house, apartment, hotel room, and place of business, to name a few examples.

The 4th Amendment provides safeguards to individuals during searches and detentions, and prevents unlawfully seized items from being used as evidence in cases.

This is applied when:

Anindividual is stoppedfor police questioning while walking down the street.

An individual is pulled over for a minortraffic infraction, and the police officer searches the vehicle’s trunk.

An individual is arrested.

Police officers enter an individual’s house to place him or her under arrest.

A police officer may not search or seize an individual or his or her property unless the officer has:

Avalid search warrant;

Avalid arrestwarrant; or

A belief rising to the level of “probable cause” that an individual has committed a crime.

The Fourth Amendment to the U.S. Constitution places limits on the power of the police to make arrests, search people and their property, and seize objects and contraband (such as illegal drugs or weapons). The search-and-seizure provisions of the Fourth Amendment are all about privacy. To honor this freedom, the Fourth Amendment protects against “unreasonable” searches and seizures by state or federal law enforcement authorities.

The flip side is that the Fourth Amendment does permit searches and seizures that are reasonable. In practice, this means that the police may override your privacy concerns and conduct a search of you, your home, barn, car, boat, office, personal or business documents, bank account records, trash barrel, or whatever, if:

the police have probable cause to believe they can find evidence that you committed a crime, and a judge issues a warrant, or
the circumstances justify the search without a warrant first being issued.

Facts: Ohio police officers were looking for a bombing suspect and evidence associated with the bombing at Miss Mapps home. Miss Mapp refused to allow the police to enter her home and the officers then returned to Miss Mapps home with a so called search warrant and forcibly entered the home and conducted a search in which obscene materials were found. Miss Mapp was tired and convicted for the obscene materials.
Issue: Whether evidence discovered during a search and seizure conducted I violation of the Fourth Amendment of the Constitution shall be admissible in a state court?
Holding: The prosecution is not allowed to present evidence that law enforcement secured during a search that was unconstitutional under the Fourth Amendment.
Rule: All evidence obtained by searches and seizures in violation of the U.S. Constitution Fourth Amendment, by the same authority, is inadmissible in a state court.

During the Great Recession, like any other economic downturns, as unemployment rises, aggregate income declines causing a major decline in tax collections. On the other hand, with the rise in unemployment, spending on safety net programs rise. So, there are not too many good options available to resort the health of the national economy.  It will be very difficult to defend cuts in the federal government programs and especially the programs geared to sustain the minimum of the standard of living for the recent poor. So, government needs to increase its borrowing. Deficit spending refers to government spending exceeding what it brings in federal income and corporate taxes during a certain period. Deficit spending hence increases government debt. Most economists accept that deficit spending is desirable and necessary as part of countercyclical fiscal policy. In such a case, government increases its borrowing and hence its deficit to compensate for the shortfall in aggregate demand. This is derived from Keynesian economics, and has been the mainstream economics view.  Following John Maynard Keynes, many economists recommend deficit spending to moderate or end a recession, especially a severe one. When the economy has high unemployment, an increase in government purchases creates a market for business output, creating income and encouraging increases in consumer spending, which creates further increases in the demand for business output. (This is the multiplier effect).  This raises the real gross domestic product (GDP) and the level of employment and lowers the unemployment rate. Government borrowing under such circumstances increases the demand for borrowing and thus pushes interest rates up. Rising interest rates can “crowd out” (discourage) fixed private investment spending, canceling out some of the demand stimulus arising from the deficit

There are two major court systems in the United States, the Federal court system and the State court system. Each of these systems has jurisdiction to hear different types of lawsuits. Jurisdiction is the power granted to a court to make a decision which binds the parties of the suit.  In order for a court to have jurisdiction to hear a case they must have the power to bind the defendant or property involved in the case to its decision or it must have authority over the subject matter of the case.
