Position Analysis Paper: The Growth of Adult Corrections in the United States

Background:  The growth of adult corrections in the United States is a critical issue for the correctional administrator as evidenced by a number of the readings in the first few weeks of this class.  It is a perennial political policy issue for legislators, a difficult challenge for the executive branch of government, and a popular topic for the wide variety of news media available to the public today.  Growth affects departmental policy, program opportunities and, most importantly, budget development.  Although there are dramatic variations from state to state, there are clear trends that can be analyzed projecting future correctional growth.  Even if no growth occurs in caseload, increases in the cost of inflation guarantees that the future budget will be larger than the current year appropriation.

Assignment: The objective of this assignment is to evaluate the history of U.S. prison correctional populations since 1980 and develop some conclusions regarding the probable impact of the trend you identify upon the U.S. correctional system.  Use library resources to find at least three peer reviewed, refereed or academic journal articles (or other reference documents once this minimum requirement is achieved) relating to the growth of adult corrections in the United States during this critical time period.  The paper must be a minimum of 5 complete pages of text.  Please insure that you address the following issues in the essay:

1) Document the overall growth of adult correctional (prison) populations in the United States (keeping in mind that measurement is the key to this element).

2) Identify the measurement definitions and important measurement issues related to this trend.  (For example, if the general population increases during that period by a specific percentage and the prison population grows by the same percentage, there is really no “real” growth associated with that trend.  It should be a population growth that is anticipated and funded).  Insure that you identify and discuss the term “incarceration rate” in your analysis and that it specifically a rate measuring the prison population.  Do not include jails, parole and probation in this rate.

3)The identification of key factors associated with this growth pattern (what are the documented issues you can identify and cite that have fueled these changes).

4)The documented impact associated with this growth on correctional systems (notice this does not include generic sociological impacts).

5)The possible solutions to correctional population growth or the continuing efforts associated with the relief of growth tendencies.

6)The probable results of the correctional growth trend you have identified.

In this exercise, imagine that we have single directory containing a very large number of datafiles, each of which is a plain-text CSV table, containing only the data for only a few samples. Each dataset however has different numbers of variables (columns) – many of the variables are shared, but variables that each datafile didnt have values for arent contained within. You dont even know how many variables are contained across all the data files to begin with. Thankfully, the same variable in one datafile will have the same column header in another. Finally, to be utterly troublesome, a number of the datafiles contain no data: they just have an empty value in them. You dont know which these are, or how many of those there are.

Map out the algorithm for how you might handle this situation, building a single table that contains all the data of the smaller datafiles, and then how you would crop the whole dataset to retain the most samples (at the expense of losing variables).

When I say map, I mean map. Id love it if you could just draw a picture of a flowchart, but sadly, I dont think Canvas supports students attaching images to discussion responses. So, in absence of that capability, just write out the steps like you would write out your favorite recipe for banana bread. You do not need to mention R code at all: you can even suggest functionalities that perhaps do not exist in R to your knowledge, but try to be atomic, break actions down to as fine-grained as they would need to be for R to perform the steps of your algorithm. Well worry about how we turn algorithms to code in other assignments.

(Note though, as this might prove useful to you conceptually, that there are functions like list.files which will list all the files in a given directory, as well as R functions like scan and readLines, which will obtain the contents of a file as if it was a plain-text string, rather than trying to interpret the input file as a table.)
