Topic was changed slightly.

Now the proposed problem statement and question is WHAT IS THE IMPACT OF THE COVID-19 PANDEMIC ON U.S. COUNTERINTELLIGENCE OPERATIONS?

Be sure to label separately the problem statement and research question(s).

Discuss the importance of the topic for national security affairs management. In other words, why ask the question(s)?

This problem statement and question will start the process for a 15 page paper.

This has to be doctoral quality

Your research paper should be 5 pages, and use 5 academic resources. It must be impeccably cited and formatted. Works Cited page is required, and MLA should be followed.

Guidelines for the Final Paper:
The paper must be five double-spaced pages in length (not including works cited pages). The margins should be no more than one inch (right and left). The essay should be composed in 12-point Times New Roman font. Include a minimum of five scholarly sources. Other sources may also be used, but at least three sources must be academic and scholarly. Dictionaries, encyclopedias, websites ending with the .gov, .org, or .edu, newspapers or other media sources do not constitute scholarship. All of the sources must be documented and cited using MLA format.

Introduction/Thesis

There is a clear and focused introduction. The *thesis is clear, original, and sophisticated. The ideas embedded in the thesis are appropriate to the length of the assignment (for the proposal 2; final, 5 page count excludes works cited page). The content provides quality (not padded, dull writing, repetitive or margin/enlarged font-cheating). Effort and sensitivity to the study is evident.

*The thesis is a specific and concise argument developed from the list of topics.

Paragraphs
Paragraphs are composed around topics, which naturally and organically emerge from a complex, focused, and sophisticated thesis. Each paragraph explores one topic and one topic only. Topics directly relate To the thesis and are not theses in and of themselves. The paragraph completely and fully develops and explains the topic and provides details, examples, illustrations, and quotations from research as well as from the primary texts. Topics and paragraphs rise above commonplace thinking and summary. Quoted material is used powerfully to support analytical points (and not as padding). There is a graceful transition to the next paragraph. The ideas explored are significant, substantive, and instructive. Ideas/topics support the overarching thesis so that the paper is a unified whole, and not a concatenation of appended mini-essays.

Context
The broader goal of this course and the assignments are to improve your critical thinking skills and enhance your
ability to identify and negotiate conflicting interests and positions in real-life policy debates. Creating a stakeholder
map is an vital skill that can help you better understand complex case studies, while providing you with hands-on
experience sought after by employers.
Instructions
The main purpose of this assignment is to select a real life contemporary urban issue, and to identify relevant
stakeholders that are involved. Stakeholders can be individuals, organizations, public/private interests, (non)-
formal groups, and (non)-state actors that have a vested interest in the outcome of a decision-making process.
First, you should identify a specific urban issue/problem in a metropolitan region. This issue can be based in any
country you choose. See the Toronto Vital Signs 2019 report for possible topics.
Second, create your list of stakeholders, and then prioritize and organize them in terms of relevance. (i.e., Who
has power? Who has agency? Who has the most support?) Then, place the stakeholders you consider as the
most relevant in the centre of your map, with the less relevant actors placed at the periphery.
Thirdly, identify and label the connections, networks, and coalitions (i.e., actual or potential) between your
stakeholders. Consider how the actions, or inaction, of each stakeholder can affect others on your map.
Finally, critique and analyze your map through the perspectives or lenses of two different stakeholders that you
have identified. (300 words)
Additional things to consider:
How does scale improve or impair your overall analysis?
Are there any large/external factors that may play a role in your issue?
How do temporal factors affect the issue?

You will find a job for which you are qualified (and you will submit the job posting as part of your assignment). This job can be local or not; it can even be a change of job posted from within your current organization. The key is to find a job that you are qualified to perform but need to apply for.

Once you have identified the potential job (and captured the posting), you will create a resume using the guidelines found in Chapter 15. Think about which elements are most critical for job you are trying to get.

In addition, you will write a cover letter to accompany your resume. Be careful to develop the letter appropriately, addressing the appropriate person (which may require a little investigation on your part), including the best information to sell yourself, and of course, writing it well. As you create both your resume and your cover letter, think about the look of the document, as well.

Requirements:

1) Job posting for an appropriate job. (included with your other items this can be a URL or an image)

2) Fully development resume

3) Well written cover letter

4) Remember to use an easy-to-read font and make sure everything looks good on the page

5) Submit all three items (in a single file or multiple) to Blackboard by midnight on Sunday, May 3

This week,  you will write a paper, after conducting your research, that answers the following:

Discuss the history of the Incident Command System and the National Incident Management System and then explain why they are so important to the professional firefighter?
