Wk 4 Equal Protection or Due Process Paper [due Mon]
Assignment Content

During the early and mid-1980s, many states raised their drinking age to 21 in response to federal prompting and as a means of promoting traffic safety. To further address public health and safety concerns, many states initiated sobriety checkpoints and introduced random drug testing for public employees and high school students.

Write a 700- to 1,050-word paper in which you address the following:
How would you analyze the effect of these policies? What approach might you take, and what types of information might you seek and use?
If your analysis discerned the policies had no effect on public health and safety, how do you think different political groups would react?
What due process and equal protection issues and standards do these public safety strategies raise?
Apply the Supreme Courts three-tiered scrutiny test to determine if equal protection or due process has been violated in the implementation of these policies.
Explain how managerial, political, and legal perspectives variously affect this policy change, implementation, and evaluation.

Paper Topic: Financial Aid (Loans, grants, scholarships) for Higher Education

The paper will be in the form of an analytic policy advocacy memo, or report, that is to be developed and written as if you were a government administrator attempting to influence a more senior administrator or policy maker in state or local government within Florida with regard to the initiation of a new but politically realistic course of action for the government or the agency for which you were working. The paper will lay out the nature of the problem, provide extensive background analysis drawing from real data and actual policy information from relevant agencies, present specific policy options (more than one) to address the problem being discussed (including those individuals or groups likely to support or oppose each of the policy options, which may be one factor in determining feasibility of the policy alternatives), and finally advocate what appears to be the best possible solution to the problem. The analysis should include the political implications of the course of action that you propose. In memo format, this paper will have a one or two page executive summary at the beginning.
1.    The memo should be single-spaced, Times New Roman, 12 point font, 1 margins.
2.    You MUST support your arguments using the readings and additional scholarly sources (books and academic journals only).
3.    Use APA format for citations

You will turn in a persuasive essay on the legality of Operation Geronimo/Neptune’s Spear. In the persuasive essay, you will discuss why you believe the operation was legal or illegal, and why. The persuasive essay will be in APA format, it will be three to five pages in length, it will contain two or more in-text citations, and will have at least three sources. The paper cannot contain more than 20% material that is directly quoted from a source. Keep in mind that an APA format requires a title page, and a works cited page. (I would like the essay to explain why it was legal)

After watching the movie, The Story of Plastic (link on the class web site), answer three of the
following seven questions. Each answer must be at least 250 words long. While you can include
your opinion, your answers should be primarily fact-based, drawing on the content of the movie
and material in readings. You may (but are not obligated to) refer to outside sources (e.g. a
newspaper story youve read).
1. The movie opens with the quotation, The future of plastics is in the trash can. What does
this quotation mean?
2. Who are the stakeholders, or claims-makers (revisit the Hansen reading from 9/14 for a
reminder) when it comes to the issue of plastic waste? What claims is each of them making?
3. What role does the fracking boom play in the growth of plastics?
4. Only 2% of plastic is effectively recycled. What does that mean? What happens to the other
98%? Why? What are the consequences of this?
5. At a recycling center in India, one of the interviewees says, The entire economy around
recycling is possible because we have poverty. What does this quote mean?
6. What obligations do plastic producers have to deal with the disposal phase of plastic?
7. Carroll Muffett, with the Center for International Environmental Law, says To a far greater
extent than in any other product chain, plastics are driven not by the demand for them but by
the supply. Explain what he means by that.
