Introduction:
Garcilaso de la Vega, also known as El Inca, was a mestizo born in Cuzco in 1539 to a Spanish conquistador and an Inca princess. At the age of twenty-one, he traveled to Spain to claim the inheritance his late father had left him, and remained there for the rest of his life. He claimed to have learned how to read the quipus as a child, and he describes their use in his monumental history of the Incas, published in the early seventeenth century. In this passage, he argues that these devices served primarily to record quantifiable dataperhaps because, as some modern researchers theorize, he only knew how to read this type of quipu, having observed its use in recording amounts of tribute that native peoples rendered to his Spanish father. Elsewhere in his chronicle, however, he notes that they also recorded fables and verses.

For this assignment, you will create a version of the Chicago Area Project for present day
Baltimore. The Chicago Area Project is ground in the belief that neighborhood residents can take
a lead role in the prevention of crime and delinquency through community building and

The Chicago Area Project (CAP) was started in 1934 by Clifford Shaw and Henry McKay to
address issues of juvenile delinquency and youth gangs in the city. The focus on this project is on
the local community as a place for action which was in line with the Chicago Schools
thoughts on using the city as a laboratory. In order to prevent crime from occurring, the CAP
worked with residents and local institutions/organizations to support their reinforcement of
societys conventional values or norms. They viewed juvenile delinquency as an effect of social
disorganization in the community. Thus, the goal was to support the community in developing
social organization by changing the attitudes, sentiments, code, and moral standards of the
neighborhood as a whole (Burgess et al., 1937).
You are tasked with creating a project outline for implementing a Baltimore Area Project
inspired by the Chicago Area Project. I intend for you to approach this assignment with an open
mind of establishing this Baltimore Area Project in the way you would if you had access to
unlimited resources and partnerships. Try to create an ideal version of what you would see the
Baltimore Area Project as including. You can do this city wide *or* select one specific
neighborhood to focus on. Make sure you clearly state your selection at the start of your
outline.

The first attachment is the text of the document that Indians were supposed to hear before Spaniards waged a war upon them. A team of Spanish legal scholars and theologians, headed by Juan Lopz Palacios Rubios, a member of the kings Royal Council, met in 1510 to draft it. Palacios Rubios also authored other tracts supporting the legitimacy of Spanish dominion over the Americas, but even he later noted the absurdity of the way this document was used.

The second attachment is a selection from a history of the Spanish conquest of the Americas written by Gonzalo Fernndez de Oviedo, who took part in an expedition to the Isthmus of Panama in 1514. Oviedo was personally acquainted with Christopher Columbus and many other famous explorers conquistadors. Although this passage cast the Spaniards in a critical light, elsewhere in his history Oviedo wrote much more favorably toward the conquest and denounced the indigenous people as cannibals and barbarians, so much so that Bartolom de las Casas disputed many parts of his account.

What Constitutes Sexual Harassment?

According to the Equal Employment Opportunity Commission (EEOC), sexual harassment is a form of sex discrimination that violates Title VII of the Civil Rights Act of 1964. Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitutes sexual harassment when submission to or rejection of this conduct explicitly or implicitly affects an individuals employment, unreasonably interferes with an individuals work performance, or creates an intimidating, hostile, or offensive work environment. There are two types of sexual harassment: quid pro quo and hostile work environment. Quid pro quo, which means this for that, involves a person with power over someone else who uses that power to either benefit or harm a person based on his or her willingness to participate in or tolerate some form of sexual behavior. A hostile work environment exists when an individual is exposed to conduct that is sexual in nature, severe and/or pervasive, and unwelcome or unwanted; a power imbalance may or may not exist.

That person is offended and reports the incident to Adams supervisor, who never tells Adam about the complaint. The person walks into Adams office three more times in the next several months and again sees sexually explicit material on Adams screen. The person never tells Adam that he is offended.
